It's still open whether this will be another one in the 1.3 branch, or 1.4. The priority is to get the open bugs fixed with 1.3.6. The next step then is integrating the bug fixes from 1.3.6 into the trunk code, and then decide how to proceed (e.g., immediately go for a 2.0 release with breaking changes, or doing an 1.4 based on current trunk).
