Visual C++ RuntimeLibrary error for static builds

It seems all debug_static and release_static settings are wrong.
Here goes what I've fixed for them:

Well, I guess it depends... Some people may want to link POCO statically, but use the DLL runtime libs...

The proper fix for this involves much more than the mentioned four libraries. There are Data, ODBC, SQLite and ApacheConnector. Then, all the tests and samples have to be modified accordingly.

I am not against your proposal. I actually think it would make sense, but it's a big job. Supporting three versions of Visual Studio doesn't make it any easier. If you are willing to give it a shot, email me.
