BasicFileChannel

I'm working on a project using Poco and I found that the supplied FileChannels did far more than I needed. All I needed was a simple channel that wrote to a specific file, I had no use for file rotation or any other advanced features. I am willing to clean it up and format it so that it fits in with the rest of the library if the Poco maintainers are interested in having it.

Why not use Poco::SimpleFileChannel? http://pocoproject.org/docs/Poco.SimpleFileChannel.html

I certainly could have. I just now noticed that it was possible to disable rotation with SimpleFileChannel via the rotation property, something that I originally did not think was possible. I just didn't have any need for a lot of its functionality to be honest.
