I think the doc comment is wrong and the range is 0 to 99999.

Aren't there 1000 microseconds in a millisecond and 1000 milliseconds in a second? That would make 1000000 microseconds in a second, hence the range is 0 to 999999.
But I guess you mean the 1.2.9 release, which stated 999. This has been fixed in the meanwhile.
