POCO and doxygen

The doxygen configuration file for POCO does not appear to be in the distribution. IMO the POCO source should also include the means to produce the doxygen documentation. This will also help POCO contributors to verify that anything they add comes out right. I want this at the moment for the POCO string index class I am writing.

FYI: There is a mailing list discussion currently going on about doxygen support. The way things are right now,Poco commenting style is incompatible with doxygen.
