build/config/linux and add -DPOCO_HAVE_IPv6 to SYSFLAGS

Since most linux system provide IPv6 support out of the box, does it make sense that Poco build would by default have IPv6 support ?
This would avoid people to having to change the build configs or specify extra parameters in the configure step ?
