I'd recommend to use two NotificationQueues. One to pass work items to worker thread(s), and another one to pass notifications back from worker threads to the main thread. As outlined in these slides.

You may want to upgrade to a newer POCO release, which already supports Visual Studio 2015 (and 2017) out of the box. It seems that the Makefile has the library dependencies wrong. Try

The behavior is the same on all platforms. However, there have been some changes to the event framework since 1.4, which may explain the new behavior you're seeing.

Calls to the delegate method are protected by a mutex, so the same delegate cannot be called concurrently and calls to each delegate are effectively serialized.
