Given that static strings are used quite frequently in POCO and cause no issues, there must be something else going on. Could be a linker issue, e.g., multiple copies/versions of the Net library linked to the same executable.

No, there must be another issue. Two applications using the same shared libraries is perfectly fine; each application will have its own copy of the globals. There must be something else that causes your application to set up two ServerApplication instances. Or maybe you have both a Poco::Application...

You cannot have two or more ServerApplication instances in the same process. Application and ServerApplication are singletons and as thus there can only be one instance per process. There's a race condition in there.
oThread.isRunning() may be false since the thread may already have completed.
You should always call .join() after starting a thread.
